Worcestershire County Council has a multi-disciplinary team of professionals providing a wealth of support to children and young people with special educational needs.

The teams work closely with individual schools to identify and assess the needs of learners and put appropriate support in place. Worcestershire has 2430 children and young people with a statement of SEN.

Whilst we are still accepting referrals and attending group activities, please be aware that the Core Assets Independent Support Programme will be closing on the 31st July 2018. Independent Support was always intended to be a time limited resource, supporting the transition from statements to EHCPs. From August 2018 onwards, parents, children and young people will continue to be able to access information, advice and support on statutory assessment and annual reviews from your local SEND IASS.

Worcestershire’s Approach to the SEND Reforms

Worcestershire has developed a collaborative and responsive approach to the SEND reforms, which includes:

  • The establishment of a steering group with representatives from education, health and social care to oversee the implementation of the SEN reforms and ensure Worcestershire County Council and its partners are ready by 1st September 2014. The steering group will also ensure integration with the wider personalisation agenda to maximise the impact of the reforms and avoid duplication.
  • A document called ‘Ordinarily Available’ outlining the provision that should be ordinarily available for students with special educational needs within schools. Early years and Post 16 versions are also being developed.
  • A new Higher Needs Funding scheme. Implemented in April 2014, it will help to support the single 0-25 system across providers.

Worcestershire County Council is working with partners to develop a clear, transparent Local Offer of services for all children and young people with additional needs, which will include local information, advice, support and mechanisms for review. It is also in the process of identifying services to be provided through a personal budget and developing the market of provision.
