  • Jim Cockburn

    Executive Chairman, Founder and Owner

    Jim established Foster Care Associates (FCA) in 1994 with Jan Rees, before expanding into children’s services with Core Assets Ltd in 2010 incorporating various social care services around the world. A qualified Social Worker with a Masters in Social Work, Jim has over thirty years’ experience in the social care field and is committed to bringing about better outcomes by providing quality care services for looked after children and their families.

  • Jan Rees OBE

    Non-Executive Director, Founder

    Jan Rees has been a foster parent and her dedication and advocacy to foster carers and their important role has been essential in the successful development of FCA and then Core Assets.

    This was acknowledged when she was awarded an OBE in the Queen’s New Year Honours List in 2016.

    She has also given name to the Rees Foundation a charity that supports care leavers on a national level and was involved in the establishment of the Rees Research Centre at Oxford University.

  • Mark Costello

    CEO, FCA

    Mark joined FCA in 2013 as Registered Manager in the Midlands region, since then Mark has progressed to Chief operating Officer and now Chief Executive Officer in FCA. Prior to joining FCA Mark worked for a number of years for a large children’s services organisation as a senior manager in both residential and fostering services, Mark assisted this organisation through a period of growth and significant improvement in quality. Mark is a qualified teacher and worked in education for several years as a primary school teacher before moving into social care.

    Sally is an experienced and qualified manager and Social Worker with 35 years’ experience. She joined the company over 18 years ago and has led on the diversification into broader Children’s Services with measurable success in the fields of family support, disability and education services. At the same time she has supported the acquisition and growth of Fostering People and launched Adopters for Adoption.

    Executive Director, Key Assets

    Estella has developed non UK developments operating across four continents. She leads the growing international corporate team as well as heading up Core Assets research initiatives, drawing on her extensive qualifications to inform the overall strategic development. A qualified Social Worker, she has more than thirty five years’ experience working with children and families in the public, private and voluntary sectors. She has a management qualification and an MSC in applied social research.
